The topic of buying an e-wheel has been discussed to a moderate extent in the english wheel forum. There are a bewildering array of forums on the metalmeet.com site, many of which have no postings. However, if you go way down, towards the bottom of the list of forums, you will find one devoted just to English Wheels. After you have read the posts, you will be a little wiser, and you can then repost your question there.

For what it is worth, many of the benchtop wheels have kind of flimsy frames, you may be better off buying wheels and parts and then welding up your own, more substantial frame.
